Job Description

Reporting to the Medicaid Director, the Chief of Staff (COS) is a strategic advisor to the Medicaid Director and member of the MassHealth Executive Team. The COS advises the Medicaid Director and MassHealth Executive Team on strategic policy, program, financial, and service provision issues. The role is also charged with overseeing the internal and administrative operations of the agency, with supervision of the following MassHealth divisions: Communications, Legislative Affairs, Constituent Services, MassHealth Human Resource Liaison unit, Housing and Homelessness Policy, and Member Engagement. The COS plays an agency-wide and cross-divisional project management role for MassHealth priority projects, as well as acting as a key escalation point for issues as they arise.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Advise the Assistant Secretary in deciding strategic, policy, program, financial, operational and service provision issues; take initiative to identify and implement strategies to accomplish MassHealth strategic and operational goals; review and prepare memos for the Assistant Secretary on policy, program, and financial issues and strategies; assist in preparing presentations and documentation for the Assistant Secretary; represent the Assistant Secretary in meetings with staff, state and federal agencies, the legislature, institutions, advocates, and the general public.
  • Supervise and support reporting units, including Communications, Legislative Affairs, Constituent Services, Hiring and Staffing (Human Resources Liaison office), Federal Policy, Member Engagement, Housing and Homelessness Policy, and MassHealth's Project Management Office. Craft and oversee strategic planning around legislative and communication priorities.
  • Design and manage strategic, operational, and policy planning processes; ensure that office policy and program goals, priorities, objectives and strategies are established, communication and action plans are developed and efficiently and effectively implemented; coordinate working relationships among MassHealth program units.
  • Plan, organize and implement projects and special initiatives at the direction of the Assistant Secretary; initiate and maintain communications with key project team members, including senior managers and staff, and EOHHS agency managers; conduct research to provide necessary and critical information relating to MassHealth projects.
  • Lead significant cross- and inter-agency policy initiatives, with direct authority to act on behalf of the Assistant Secretary and direct programmatic staff.

Preferred Qualifications:

  • Experience in consulting, project management, strategy, health care, policy development, government, and/or Medicaid
  • Ability to work with Cabinet Secretaries, high-level state officials and other parties and stakeholders.
  • Excellent analytic, interpersonal, project management, negotiation, leadership, problem solving, and management skills.
  • Knowledge of legislative and communication policies and strategies.
  • Knowledge of Massachusetts legislative and budget processes.
  • Knowledge of Federal and State laws and regulations governing the functions of the agency.
  • Passion for public service.
  • Ability to set goals and strive for excellence or improvement.
  • Experience leading and managing complex, cross-functional projects successfully and on-time
  • Knowledge and experience in program policy and development, analysis, and program evaluation.
  • Ability to manage numerous projects simultaneously to successful completion.
  • Ability to adjust to varying and changing situations to meet required objectives.
  • Ability to conceptualize the decisions and information needs of the Medicaid Office and identify policy choices and options creatively.
  • Ability and motivation to learn quickly, and to work independently and collaboratively, including establishing and maintaining effective working relationships.
  • Ability to communicate effectively in both writing and oral presentation; experience presenting information in Microsoft Word, PowerPoint, and Excel.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least three (3) years must have been in a managerial capacity.
