Job Description

The Employee Performance & Special Projects Coordinator is a member of the Classification & Compensation Unit (C&C) within HRD. This position reports to the Manager of Employee Performance and will support statewide employee performance management programs (i.e., MassPerform and the Employee Performance Review System (EPRS)). It will also support special projects and initiatives specific to the C&C unit. This role will play a critical role in maintaining a performance-driven culture within Massachusetts executive departments.

On July 1, 2024, HRD launched an extensive Employee Performance Review System (EPRS) for 26,000 employees in MyPath, the Executive Branch's hub for learning and performance. This new program was in addition to the 4,000 managers already supported in MyPath through MassPerform. Performance reviews are required under Massachusetts General Law and EPRS are also a contractual requirement for collectively bargained employees.

C&C has dual responsibilities. The first is to enable the Commonwealth to hire and retain a high-performing workforce through a modern hiring process, innovative compensation policies, updated classification specifications, and effective approaches to performance management for managers and employees. The second is compliance, our job is to ensure salary administration rules, classification rules, and the hiring process are completed correctly and consistent with relevant contracts, guidelines, and laws.

C&C is a small team working closely to deliver services to our constituent agencies. While this role will focus on performance management, we are an "all hands on deck" unit and often pitch in to help each other.

Responsibilities:

Provide comprehensive support for the MassPerform and EPRS performance evaluation platforms. This often includes working with senior members of C&C, coordinators, information technology staff, labor relations, and others as the platform serves around 30,000 employees.

Assist the Manager of Employee Performance in maintaining the Commonwealth's online performance management system. This includes coordinating updates and changes in the system. The role must identify and address issues and collaborate with the technical team to resolve system errors and ensure optimal functionality.

Facilitate performance evaluation coordinator orientations, formal user group meetings, and informal drop-in sessions to educate and support agency coordinators.

Oversee developing and implementing new resource documents, onscreen instructions, job aids, and communications regarding system or programmatic changes. These materials will support agency coordinators, employees, managers, and HRD staff.

Develop and update communication materials and documentation in response to system updates, compliance issues, or programmatic/policy changes.

We strive towards achieving 100% compliance with both programs. This position will monitor and communicate on EPRS and MassPerform compliance rates to assist in reaching that mark.

This role will also assist in special C&C projects. Participation includes leading and contributing to special projects such as: compensation proposals, system implementations, and salary analysis. Duties may include drafting memos and guidelines, creating presentations, promoting projects, and explaining various special projects to stakeholders. Conduct analyses to support decision-making and inform C&C of initiatives.

Preferred qualifications:

Experience with performance evaluation software, including its functionalities, reporting capabilities, and troubleshooting methods. Experience with Cornerstone on Demand performance module a plus.

Ability to interpret and organize data.

Ability to handle multiple tasks and consistently meet deadlines.

Ability to identify compliance issues and effectively locate solutions.

Ability to create and deliver clear, impactful communications and documentation for various audiences. Excellent writing and presentation skills.

Ability to conduct analyses to support decision-making and contribute to C&C initiatives.

HRD uses a hybrid work model. Hybrid work is a mix of in-office work and telework. This position will work remotely on some days and in person on other days.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.


III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitutions will be permitted for the required (B) experience.
