Job Description:
Department / Position Overview:
The AML department (FCRM) is accountable for establishing TD's Global Anti-Money Laundering, Anti-Terrorist Financing, Economic Sanctions and Anti-Bribery/Anti-Corruption (collectively, AML) program to ensure that all TD businesses adhere with AML regulatory expectations in all jurisdictions where TD operates. This includes setting consistent standards across business segments that may be further tailored to specific business or jurisdictional requirements; conducting periodic enterprise-wide AML risk assessments; maintaining the Global AML Policy (including Know Your Customer and Enhanced Due Diligence, record keeping & retention requirements); currency transaction and suspicious transaction monitoring and reporting; screening TD customers against regulatory watch lists; a hierarchy of designated AML officer functions; enterprise-wide and specialized AML training of employees; and independent AML testing.
Job Description / Accountabilities:
Reporting to the Associate Vice President, AML Advisory, TD Wealth and Insurance (W&I), this Senior Manager oversees governance and enablement for the AML team for W&I. The general accountabilities of this role include but are not limited to the following:
- Responsible for the following cross-functional support for the W&I AML Advisory team: policies and standards, business-specific training, governance committees, exam and audit management, support for reporting.
- Oversees management of all AML W&I audits and serves as central point of contact for Internal Audit.
- Leads all strategic planning for W&I AML Advisory including recommendations for new projects and transformative activities.
- Owns the business planning process including the roadmap for W&I AML Advisory and project/change planning.
- Partners with appropriate stakeholders to support management of the financial plan for W&I AML Advisory.
- Drives a culture of change to advance the W&I AML Advisory program.
- Prepares and supports all reporting as required for W&I AML Advisory, including for the Board and Bank executive committees, Enterprise Risk Management, Non-Financial Risk Management Command Centre, Global Financial Crimes Committee as well as the AML oversight Committee and other committees.
- Partners with appropriate stakeholders to prepare reporting and associated speaking notes, as required, for the AVP+, AML Advisory, W&I, Chief Risk Officer (CRO) and CAMLO.
- Owns the customized content and business-specific delivery of training for W&I and W&I; partners with stakeholders to coordinate the content and delivery of business specific, role specific or specialized training.
- Provides leadership to develop and maintain an effective AML training program for W&I.
- Leads employee engagement and development for team in coordination with AVP, AML, Business Management and Training.
- Provides ad hoc support as required the team to enable effective delivery of the oversight function.
Other Qualifications/Skills/Experience:
- Strong knowledge of the AML regulatory environment in Canada, especially for TD Wealth and/or Insurance.
- Skillful communication (written and verbal) and ability to write Board level communications and reports.
- Strong financial analytical and acumen skills
- Robust organizational skills with the ability to work in a fast-paced environment and manage multiple deadlines and priorities.
- Ability to work in ambiguity and decomplexify issues; Strong work ethic and ability to execute with speed.

- Strong people leader who possesses the ability to effectively work in teams across the bank with multiple stakeholders and to influence and align others.

Specific Educational Requirements:
- Undergraduate degree required; Post Graduate degree preferred.
